Certification.
A construction certificate is a document produced by an independent body that confirms the accordance of the production with the required legal framework in terms of safety and quality. The requirements are outlined in the “customer right protection law” and the law on “certification of goods and services” of Russian Federation.
There are two major construction certification systems in Russia: “GOST R” and “Rosstroysertifikaciya” which are accepted across the country.
- GOST R: Established in 1992 by “Rostehregulirovanie” federal agency (former “Gosstandart”) and up to 2003 all compulsory and voluntary certification was performed though this system. This system is used for compulsory or voluntary certification.
- Rosstroysertifikaciya: Established in 2003 by “Rosstroy” as a country-wide voluntary certification system in construction and is often preferred to GOST R by the consumers. No compulsory certification can be done through this system. FCC is the governing body in “Rosstroysertifikaciya”
Besides these two systems there are many more voluntary systems of product certification. However, these are limited by regional or legal frameworks and are not widely known in the construction field. Some of these certificates will not be accepted across the whole of the Russian Federation.
Compulsory certification is applicable for a limited range of products which are briefly classified in the following categories: balcony doors, windows, panes and external door locks. By law these products can only be classified in the “GOST R” system.
All other production is not required to be certified in order to be sold in Russia. However, majority of the consumers will require the seller to produce a voluntary certificate in order to limit their liability.
